Analytic Hierarchy Process (AHP) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) based on the data driven from the questionnaires surveying experts’ opinion in energy domain.
Today, considering the growth and expansion of industrial and economic interactions among countries, which has led to a sophisticated network of communication and interdependencies, the affection coefficient of one element of this global network on the other elements has got more intense and severity in essence. For example, the consequences of the recent financial crisis (September 2008), which is rooted in American governors’ economic policies, on other countries around the world, especially those holding a continuous and fundamental relationship with US economy, is obvious and undeniable. Even Iran, undoubtedly, will not be safe from the disruptive consequences of the current crisis. Iran is one of the paucity countries with adoption of the ‘autonomy ‘and ‘independency to the global economy’ policies, with having the minimum economic interactions with developed countries including US, otherwise due to the deep dependencies of the government’s revenues to oil and irrefutable role the government plays in Iran’s economy on the other hand, its vulnerability is explicit . Since according to the Iran’s vision of 1404, in the due planning horizon still there is an 80 percent dependency of Iran’s budget to oil revenues and the necessity mechanisms for reduction of this dependency cannot be recognized in the plans and policies developed by the government easily, this will prove for a severe need for more research and analysis on this issue.
Listening to the alarm diverging from the financial crisis and its consequences for countries with deep contingencies on oil revenues, this paper aims at analyzing and developing effective solutions for reducing Iran’s economic dependency on oil and generally energy resources’ price and revenues. In this research development of the required solutions has been actualized through the use of Multi Attribute Decision Methods (MADM) including two models: Analytic Hierarchy Process (AHP) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) based on the data driven from the questionnaires surveying experts’ opinion in energy domain.
